For many years deeply embedded notions of planning as the rational technocratic control of urban development have been confronted by the reality of complex social-spatial systems. Many questions have been raised about whether it is still possible to anticipate and influence change through fixed plans, pre-arranged procedures and conventional institutional settings. Planning has been challenged to find ways to incorporate understanding about complex systems and self-organisation; the network society and relational space; the mix of diffusion and concentration of power in society; dynamic non-linear change; the retreat and decentralisation of the state, and the great uncertainties of socio-economic and environmental change.
