Social Capital and Relational Coordination – transformation from analytical concept to management tool

The public sector is at present the subject of extensive transformations that have necessitated new management tools. In this context, concepts such as Social Capital and Relational Coordination are introduced as organizational tools, which has spread like mantras in the public sector in its efforts to meet the
challenges outlined. In this article, we show how the concept Social Capital has been transformed from a critical analytical concept to understand how social differences manifest themselves socially to a concept developed by occupational health researchers and consultants who deploy the concept of social capital in a
substantialist way, understanding capital as properties that exists independently of the context in which it is constituted. Based on empirical data, we demonstrate how concepts as Social Capital and Relational Coordination, which in many contexts are understood and considered as progressive tools, are surrounded by ambiguity, which means that in practice, they can be in contrast to what is intended. We also show how these transformations give room for consultancy and expert assistance, and that well-being and productivity does
not necessarily go hand in hand but rather that structural conflicts and criticism becomes a matter of the individual employees' ability and willingness to display trust.
