Abstract

This paper proposes an energy consumption improvement algorithm based on a coefficient determining the reliability of offloading users to a new base station (BS) regarding the additional power needed for them to be compensated during an offload from pico BS (PBS) to macro BS (MBS) in uncoordinated deployment of heterogeneous networks (HetNet). The aim of the presented idea is to obtain a cell load balancing scheme and a benchmarking criteria for calculating the efficiency and reliability of taking energy saving management actions, before offloading a user from the BSs leading to an improved energy awareness of the telecommunications network. The results obtained show that the energy consumption of the telecommunication network could be managed assuming some basic requirement for its performance and then via manipulating the number of the working base stations to decrease the overall expenses for network power supplying.
