Offentlig reguleringspolitik og virksomhedshomogenitet – en konfigurationel komparativ analyse af arbejdsmiljøreformen i 2010

Abstract

Public policy often tends to treat companies as a homogenous group especially if the companies have a certain size. This assumption might however be problematic. This analysis test the assumption on 14 companies and their implementation of the 2010 reform of the Danish legislation on occupational health and safety (OHS) as well as the configuration of conditions that are leading to the outcome. The configurational analysis shows significant variation in the companies’ implementation of the legislative changes despite elements of reflexive legislation in the reform. The reflexivity in the regulation should enhance the companies’ ability to implement the changes. The analysis shows, among other, that a lack of professional OHS organisation and employee involvement in the companies are major hinders for implementing the reform.
