The project aims to explore the role of offshore wind energy in China’s future energy mix. It is a socioeconomic feasibility study, and the purpose of which is to examine whether developing offshore wind energy in future 20 years is feasible from the point view of the society as a whole. Firstly, available offshore wind energy in coastal areas of China under the technological, economic and regulation limitations is identified through combining a economic cost model of offshore wind farms with a Geographic Information System. Secondly, in order to further analyze the quantitative impact of integrating offshore wind power into energy system, an energy system model is created. Energy systems and regulation strategies will be analyzed in the range of wind power input from 0 to 100% of the electricity demand. A number of renewable energy and energy efficiency technologies will be analyzed in order to find the optimal technical combination for future energy system. Thirdly, risks of exploiting and integrating offshore wind energy will be assessed by GIS and Energy System model. Based on the above analysis and results, Jiangsu province is chosen as a practical and operational case to further study the socioeconomic and environmental effects of developing offshore wind energy. Finally, problems and barriers of developing offshore wind energy in China recognised by above perspectives combined with international experience are helpful for providing policy suggestions, which can serve as a basis for future decision making.
