Abstract
The article is about police in its earlymodern meaning - a set of welfare laws and their administration - and not as today an institution, that upholds law and order. The emergence of special police-laws in the Early Modern Period has either been interpreted either as state disciplining or a demand from the subjects. In this article I argue, that this dependes on the historical and local context, as the earlymodern police should be understood as early modern "policy".
