Drawing upon a case study of Portland, Oregon, and the pilot development of IBM’s System Dynamics for Smarter Cites model in 2009, I offer some concrete examples from both technical and governance perspectives of what large data capture and analysis can and, perhaps more importantly, cannot do. In order to support the development of Portland’s comprehensive plan, IBM’s engineers built a model using 10 years of demographic, socio-economic, environmental, and physical data covering the entire city in order to map the system dynamics of the city.
