This project is a comparative case study of decision making and climate change mitigation and adaptation strategies in Copenhagen and Portland, Oregon. This research is guided by three main research questions: 1) Why do planners and policy makers treat mitigation and adaptation as two distinct policy areas, despite their significant linkages, 2) how are the various strategic planning tools employed in the creation of municipal and regional climate change strategies, and 3) how do planners and policy makers decide between competing planning goals when creating and implementing their climate change strategies and policies?
