The project is an ongoing project, which is based on empirical data collection in Krakow, Wroclaw and Warsaw in Poland in four periods since 1997. The focus of the project has been to follow the outcome of the reterritorialization of the Polish state, which took place in various steps after the turn in 1989. The new democratically elected county governments were to develop regional development strategies based on, among other things, ideas of ‘regional innovation systems'. A main problem has been the lack of funds for investment in projects. Another has been conflicting competences between centralised and decentralised authorities.

The project has been supported by the Obel Family Fund.

The project has resulted in several conference papers and international publications.
