    SMART II is an EU-TMR-Network (Training and Mobility of Researchers) that started 1. January 1997 to make trans-national exchanges of post-doctoral researchers and advanced doctoral students. The network brings together 13 leading European laboratories and small enterprises working in the areas of computer vision and mobile robotics for surveillance and monitoring. CVMT has contributed to the organisation of an international symposium (a Euro Conference event), which provides an opportunity for young researchers to publish and present research results, and to interact with recognized leaders of their field. Moritz Störring, a German PhD student, was employed within the SMART II project, and worked on skin colour detection and analysis. Funded by EU Training and Mobility in Research (TMR) until December 31st, 2000. (Erik Granum, Moritz Störring)
