A method for planning competency frameworks robust to disruptions - A case study of a manufacturing company

Abstract

Competent personnel is one of the many factors that define the success of a project. The literature describes numerous approaches to supporting decision-makers in planning competency frameworks (CF) that permit to deliver project portfolios. Only some of them, however, take into account the disruptions that may occur during the realization of a project, caused by employee absenteeism or staffing fluctuations, etc. There is still a lack of solutions in this area (methods and IT environments implementing them) that could be used to support decision-makers in planning CF robust to disruptions, which can guarantee the completion of planned project portfolios in dynamically changing conditions. The practicability of the proposed method is demonstrated using an example of a manufacturing company.
