A Summary and Forward-Looking of the Open Innovation Research of Strategic Emerging Industries

In the industrial innovation system, the problem of cooperation mode is the key to the success of open innovation. How to design a scientific and reasonable innovation-embedding model according to specific industrial characteristics has become a key factor in the success of open innovation in the context of dynamic changes in competition and cooperation. Our narrative review of the literature suggests that innovative entities must embed in-depth R&D relationships, and policies must target the key points of innovation interaction to make innovation cooperation more precise and effective. It is necessary to integrate the theory of innovation, evaluate the degree of realization of the “process” of a specific industrial innovation system, and detect the “induction” or “inhibition” mechanisms of the function to determine the effect of the policy, which is conducive to determine the point of policy action and the choice of policy tools. Meanwhile, this will also improve the open innovation theory.
