    Abstract

    International historiography has treated innovation work in various education systems and found that such work has played a significant role in reforms and innovation of the education systems (eg. Priestly & Biesta, 2013; Semel & Sadovnik, 1999; Nörgaard, 1977). Innovation work and different kinds of pedagogical experiments gained momentum as a common practice in basic school systems in the early 20th century where the ideas of progressive pedagogy emerged and spread in the western world.
