Abstract
Private sector facilitation and financing of telecom infrastructure has always been touted as the best way of developing telecom infrastructure. This ideology reflects in the design of Public Private Partnerships. This idea is not practiced in every part of the world. In Vietnam PPPs are designed to facilitate Public-owned infrastructure. The market outcome in Vietnam negates the belief that private sector financing for infrastructure development is best practice. Using the
Principal Agency theory, PPP in Vietnam is analyzed to understand the role of each segment in the facilitation of fixed-line telephony, mobile telephony, broadband telephony and fixedline telephony. The outcome of the research indicates that the Vietnamese approach was innovative and not sustainable. Hence, PPPs favoring he private sector is proposed.
