Abstract
Historically, evaluation paradigms have evolved alongside broader discourses on societal governance. This article suggests that with the emerging shift from New Public Management to New Public Governance, there will be a corresponding transition in evaluation methodology from performance measurements to what is termed ‘co-evaluation’ in New Public Governance literature. Drawing from the principles of New Public Governance and the concept of co-production, this article outlines the contours of this potential new co-evaluation approach. The expectation is that citizens will be assigned a far more privileged status than in the existing evaluation waves: the science-driven wave, the dialogue-oriented wave, the neo-liberal wave, and the evidence wave, which have dominated the field of evaluation since the 1960s. Lastly, the article discusses pitfalls that may influence the realistic expectation of citizens, as co-evaluators, attaining a central role in future practical evaluation endeavors.
