N2 - Responses from 3400 interviews in 1999-2006 are used to examine empirically the nature of financial constraints in a less developed region in Denmark, North Jutland. The results show that there is considerable variation over time. Some of this variation is explained by changes in business cycles. Size of the firm seemed important for the financial constraint in 2002-2006, where small firms were more constrained. There is only weak indication that innovative firms were more financially constrained. Policy implications are derived pointing to a dilemma between enhancing flexible, differentiated policy instruments and the generating of knowledge among firms about options of financial support.
