Abstract
In 2008 the Minister of Education in Denmark decided that the pedagogical course for vocational teachers should be a diploma at level 6 in the Danish Qualification Framework. It took two years to implement the decision. Vocational teachers in Denmark earlier used to attend a pedagogical course that was designed for this specific target group and included practical teacher training. In the decision process actors from the field representing vocational teachers, leaders at vocational schools and the training providers had different
interests. The major points of discussions were the theory of science, admission requirements and practical teacher training. We analyze the decision process using Bourdieu’s concept of field, Evetts’ concepts of change from within and from above and Smeby’s and Heggen’s approach to coherence. Based on documents and interviews of the actors the decision process is examined together with the implications.
