Navigating Knowledge Diplomacy in the Context of De-risking: Implications for EU-China Higher Education Collaboration

Abstract

The collaboration between the EU and China in higher education experienced significant growth in
the early years of the 21st century. However, this growth was overshadowed by geopolitical shifts,
particularly the US-China trade war and the EU's reassessment of trade relations with China
following the Ukraine conflict. These shifts raised concerns about technological theft, prompting
the EU to adopt a "de-risking" approach towards China in 2023.
Our panel contribution presents a study that explores the perceptions of 20 international education
professionals from Chinese universities and 20 from EU countries regarding the implications of this
"de-risking" strategy on EU-China higher education collaboration.
Key findings from our discussions highlight a shared recognition of the importance of knowledge
diplomacy in fostering a peaceful global future. Both EU and Chinese universities acknowledge
their role in this endeavor.
While EU universities are actively pursuing de-risking strategies, it's crucial for their Chinese
counterparts to address perceived risks as well. This entails a collaborative effort to navigate
challenges and uncertainties stemming from geopolitical complexities.
Despite these challenges, both sides have a prevailing sense of optimism. This optimism signifies
enhanced collaboration and resilience opportunities, even amid geopolitical uncertainties.
