SEA as a change agent: Still relevant and how to stay relevant?

Abstract

This letter is a critical reflection upon not only SEA as a change agent, but also upon us as individual agents engaged with SEA and decision making. The letter thereby approaches from two angles: The institutional and the individual. The institutional angle is occupied with answering the question: Is SEA, and the European SEA Directive, still relevant as a change agent? The other angle focuses on the individual level of agency, and reflects upon what the roles of individual SEA change agents are. Perceiving ‘relevance’ and ‘agency’ as intentional choices, the letter also reflects upon the needs and challenges for SEA to stay relevant in a changing world – and how to evoke our own agency potential.
