Abstract
In this chapter, we present an in-depth case study of how engineering designers and project managers in a mature development organization staged front-end innovation by selectively enacting particular conditions of development. We show how a deviating enactment strategy challenged dominant interpretations of development to enable more radical innovation. Our findings inform a framework for enacting strategic development by affording front-end concept developers in engineering design reflective navigational opportunities.
