The Long Way Round to Personalised Universalism: PSM Organisations' Experiences with Algorithmic Personalisation

Abstract

The implementation of algorithmic recommender systems for public service media content triggers a tension between the ideals and praxis. The recommender systems and their business rules require the articulation and quantification of PSM values that previously were unarticulated. Based on 19 interviews and conversations with PSM staff directly involved with the implementation of recommender systems, this paper presents and discusses the practical dilemmas and the tensions between ideals and praxis that emerge in the adaptation of the recommender system technology.
