In recent years, many countries face a challenge of outdated standards of using weight and size control systems in the field of freight transport. The article considers a successful example of the application of high-speed weigh-in-motion (WIM) technology in Russia, which reflects its viability for the vehicle size and weight (VSW) enforcement elsewhere in other countries. The paper gives the basic idea of system implementation in terms of using the WIM technology in US and countries of EU. It analyzes the current problems, such as insufficient integration between different actors fulfilling the WIM technology, policy and funding issues. The realization of this technology is based on the separation of the necessary investments between the government and the private sector, which requires a high level of cooperation, and generates the favorable effect for the enforcers, WIM-vendors, and society, as a whole. The framework of the article encompasses primary stages of the system’s endorsement: overview, planning and implementing, policy uncertainties, economic perspective, and the role of private sector. The results of this study bridge the gap in understanding the fundamental issues in the field of the application of dynamic vehicle weight and dimension control systems in Russia, and can be utilized by stakeholders or local authorities.
