The article has investigated and analyzed the environmental factors and the degree of satisfaction of Xinjiang scientific talents in innovation activities by implicit theory, and structured evaluation index system of innovation environment on Xinjiang scientific talents, then evaluated the innovation environment of Xinjiang scientific talents through the two order structural equation model and fuzzy comprehensive evaluation method. The results show that: the whole innovation environment of Xinjiang scientific talents has been in the general level, and it has a better organizational support and cultural atmosphere , the second is innovation network and innovation resources, lacking in the material foundation, social security; The enterprise scientific talents has the highest evaluation on Xinjiang innovation environment, followed by medical and health institutions and research institutes, and the scientific talents from education and teaching units and rural grass-roots front-line have the worse evaluation on innovation environment; Minority scientific talents have a higher satisfaction than Han scientific talents of Xinjiang innovation environment; The scientific talents who have intermediate or primary titles have a higher evaluation on Xinjiang innovation environment than the ones that have senior title.
