Research profile

Dr. Carolijn van Noort is an Associate Professor in Blue Governance at Aalborg University in Denmark. In this position, she works on two Horizon Europe projects, PERMAGOV and OBAMA-NEXT. PERMAGOV sets out to contribute to the European Green Deal by improving the implementation and performance of EU marine policies. In the role of Work Package 4 Lead, she is co-developing an innovative Multi-layered Collaborative Marine Governance (MLCMG) model to assess the performance of marine policies in governance arrangements.

Van Noort’s research interests are at the intersection of communication and international relations, with a focus on emerging technologies and infrastructure development. She has published on these topics using case studies about China’s Belt and Road Initiative, BRICS, and Brazil. Her next research project explores the role of communication in international scientific collaboration and ocean governance.

Her key publications include Infrastructure Communication in International Relations (Routledge, 2021), China’s Communication of the Belt and Road Initiative: Silk Road and Infrastructure Narratives (Routledge, 2022), and Strategic Narratives, Ontological Security and Global Policy: Responses to China’s Belt and Road Initiative (co-authored with Thomas Colley, Palgrave, 2022).
