The PhD project presents a range of challenges to pedagogical, organizational and technological change in higher education. The primary goal of the project is to suggest methods and techniques that support implementation of ICT in teaching and learning at the university level and to develop an understanding of the implementation processes. Most of the existing research on the subject deals with designing, programming, using and evaluating technology while little attention is paid to developing practice by implementing ICT. This is the focus of the PhD project. The project draws on three different theoretical perspectives, which, although closely related, all add something to the understanding of the implementation challenge: the Scandinavian tradition of systems development which has a strong focus on user involvement, organizational learning from a constructivist perspective, and finally design of virtual learning environments.
