Adult learning country report: Denmark: A country report offering an analysis of the implementation of the flagship initiative on Skills for Life in the EU27

Abstract

Prioritising skills for life of the adult population is an important historical tradition in Denmark. It originated in folk high schools and with the development of non-formal open education activities for adults including evening classes, study circles, physical training activities. Folk high schools and popular enlightenment activities are still an important part of Danish adult education, but in other sectors of adult education and in general adult learning policy, the concepts of adult skills and competencies often have a strong vocational perspective. For education programmes under the Ministry of Education, objectives and curricula generally refer to knowledge, skills and competences needed either for further education or for work. Skills for life outside of work are almost never referenced in the Danish National Qualification Framework.
