Conceptualising temporary use amongst development and regeneration processes: A model applied to the development industry in two British Cities

Abstract

Drawing on empirical research in Bristol and Liverpool, this paper examines the role of temporary solutions within circular land (re)development processes. It establishes a conceptualisation on interim use within the ‘development pipeline’ in which fluctuating externalities and three interrelating variables – time, risk and value – are revealed to influence the temporary utilisation of land/property by the development industry. Exemplified through two regeneration initiatives, cases show how delimited timeframes and risk-shifting strategies commonly leave temporary projects without commensurate reward. Extrapolating to the larger field of urban design, the discussion advances the emerging rationale that temporary development should be understood as an integral part of the development process.
