    Abstract

    The aim of this paper is to explore the implicit concept of "innovative environment" by surveying 2247 participants in Xinjiang Autonomous Region. It demonstrated that the concept consists of 35 items which belonged to six dimensions as following: innovation network, social security, organization support, material basis, humanistic atmosphere, and innovation resources. There were significant differences in terms of innovative network, social security and organizational support among different groups of university. The 211 universities had the lowest score in innovative network, The students had the lowest score in innovation network, social security, organization support, material basis, and innovation resources.
