Abstract In this paper, we provide a rationale for decision-making to enhance life safety that takes into full account the limitations and constraints of available resources. Maximizing life safety for all is a desirable goal but we need to acknowledge that the “safe” and the “dangerous” are inextricably intertwined in all human activities.
