    Abstract

    This research report contains background analyses and findings from the INOPS research project. The purpose of the INOPS project was, from an international perspective, to describe, analyse and recommend different forms of contracting out and public–private co-operations within the technical area in municipalities, including a focus on innovation and how to involve contractors ‘optimally’. The INOPS project should investigate the background for and implementation of various forms of contracting out and public–private co-operation based on experiences with contracting out in the roads and parks area in Denmark, Sweden, Norway and England.

    The research report addresses three key research questions in a comparative perspective:

    1. Why are park and road maintenance services contracted out?
    2. How are park and road maintenance services contracted out?
    3. What are the outcomes from contracting out park and road maintenance?
