Abstract

Over several years the Danish public sector has earmarked DKK 2-5 billion for urban renewal in order to heighten the standard of older housing stock. This has been a major effort and has given rise to a debate about whether the expenditure has resulted in the desired outcome.This SBI report focuses on the finished accounts of 88 urban renewal projects. Item by item the defrayed expenditure was checked and compared with the level of renovation. By checking several key figures it can now be assessed where changes in productivity have occurred. These 88 projects were finished in the period 1987-95 and they include renovation projects as well as projects carried out in accordance with the former Urban Renewal Act. The report gives examples of improved productivity, items of increasing expenditures, the effect of changed laws and regulations on renewal decisions, and concrete proposals for areas of improvements.
