Abstract

A risk-based safety evaluation of infrastructure systems requires the consideration of the likelihood and consequences of both natural and society-induced hazards. It also involves all aspects of risk and reliability, including the definition of target safety levels, and acceptance and performance criteria. A method to evaluate the performance of structures to low probability, high consequence events should be developed.
