Abstract
In a Scandinavian comparative perspective, Danish policies of gender equality is weakly institutionalized. This may be explained by unfavoruable opportunity structures, when this policy was formed in the early 1970'ies. There is, however, a strong informal norm of gender eqality in welfare policies and which is also found in the population.
