1.To organize a space for multi-stakeholder participation. This needs to be institutionalized at the initial set-up.
2.To base the formation of business entity on a trustful relationship among local stakeholders.
3.That local leaders and coordinators induce open innovation through the collective learning and the multi-stakeholder commitment.
