Technical Paper on Physical Planning and Monitoring Tools: Need for Increased Capacity to Enhance District-based Implementation of Educational Infrastructure Projects in Nepal

Abstract

For more than ten years, Nepals Department of Education, has emphasized the provision of increased access to primary education. This has left little room for critical reflection regarding further development of the relationship between the physical learning environment, improved learning by the children and improved teacher performance. The paper outlines an institutional linkage arrangement with the title: ?Quality Development of Educational Physical Planning and Building in Nepal?    The objectives are: (i) to ensure that the Government of Nepal constantly appears as a competent and professional developer and guardian of educational physical infrastructure; (ii) to ensure that institutions and entities at the local level (district, village and schools) always can obtain norms and guidelines for the proper location of new educational facilities and for the construction, rehabilitation and maintenance of such buildings.    Further, the paper outlines a number of physical planning and building tools to guide future planning and design development, and it suggests a range of action-oriented operational evaluation studies in order to improve the physical learning environment.
