The future of telecom regulation: The case of Denmark

Abstract

The paper analyses the developments of the Danish IT and telecom regulatory authority in light of the increasing promotion of broadband and the increasingly important enabling role of ICTs. An important focus is on the independence of the regulatory institution in relation to the policy functions of the state, as this has been a central issue in the telecom reform process since the late 1980s in Europe (and elsewhere). This entails a discussion of the role of independent regulation and regulatory institutions in the Danish (and European) context. The paper, therefore, also analyses the developments of the Danish IT and telecom authority in light of the structure of public administration in the Danish and European context.
