The TETRA Implementation in Denmarka and Creeping Lock-In: multiple case studies

Abstract

The objective of the thesis is to identify which decisive driving forces come into play, when public authorities have to plan and make relevant and rational decisions on new ICT implementation projects. This analysis is structured by an analytical and methodological framework to understand and explain how and why certain main driving forces shape the implementation.
The thesis seeks by reference to the TETRA technology implementation project in Denmark for PSE services to explain the particular course of actions in relation to the planning and implementation process of a new technology and the consequential operational usage of the technology.
The research focuses on deterministic properties that create vendor lock-in and the societal consequences. ‘Deterministic properties’ can be defined as properties both tracing a given outcome back to a particular set of historical events, and showing how these events are themselves contingent occurrences that cannot be explained on the basis of prior historical conditions.
