Abstract

This document represents the final report of a consultancy undertaken by a Danish University Consortium for the World Bank with regard to introducing a student centred and problem based learning approach to university education in Mozambique. This version of the report, which responds to remarks received from the Strategic Management Group and MESCT, contains changes to the version submitted February 2004. Following the presentation to and approval of the report by the World Bank, the report will be renamed to that of a Project Proposal so as to be useful for funding purposes. After funding is secured and the partnership between Mozambican and Danish institutions starts, the document will be developed further to become the first of a series of working papers, which will guide the processes of the project.
