Abstract

This paper discusses the role of a developmental approach to broadband policy. The policy approaches made in Denmark and Sweden are compared, and the scope for public intervention at the broadband market is discussed. The paper includes a case study on public intervention in the rural areas of the Swedish municipality of Almhult.
