    Abstract

    In this article I trace the development of adult learning policy as an element in EU education and training policy and discuss how the work of EU institutions, especially the Commission and its different sub-units, have contributed and contribute to a trans-national European adult education policy. I discuss the types of governance involved and the more general perspectives for a European policy of adult and lifelong learning.
