Abstract

Danish and German activation policies as one part of labor market policy are frequently discussed in comparative welfare state research. Activation is often seen as an important social policy paradigm. In this article, we comparatively discuss the developments of labor market policies (with respect to activation) in both countries during the last two and a half decades. The Danish and the German reform paths show numerous similarities, but also far reaching differences. Besides, it will be discussed how the paradigm 'activation has changed. Here we refer to Peter Hall and his distinction between first, second and third order of paradigm change.
