A Collaborative Approach to Building an Evaluation Culture in ECEC

Presentation at ICSEI - International Congress for School Effectiveness and Improvement 2023. The congress was held in Chile with the following theme: EDUCATIONAL SYSTEMS LEARNING UNDER CHALLENGING CIRCUMSTANCES: Global Perspectives, Collaboration and Local Solutions for Reimagining Schooling
The presentation was part of the symposium 'A Danish Perspective on Evaluation and Monitoring for High Quality ECECs'. The presentation presented experiences and results from a recent research- and development project involving six municipalities, 170 ECEC centers, their staff, and leaders. In the project, a collaborative approach to building evaluation capacity in ECEC was used aiming to ensure the individual, collective, organizational, and inter-organizational learning needed on institutional and system levels to enable equity and inclusive learning environments for all children. Experiences and results from the project shows that building evaluation capacity demands system-wide coherence, strong leadership, collaboration, possibilities for feedback and discussions, and access to relevant data and research-based knowledge. It also show that the capacity to build evaluation capacity vary between the participating municipalities as well as between the ECEC services within each municipality.
