Supporting decisions on global health and life safety investments

Abstract

Decision making with regard to activities affecting health and safety has been and still is a topic associated with controversy and apparent inconsistencies. Considering health and life safety management at supra-national scales, such as in the context of disaster prevention and relief aid allocation, as of yet no clear rationale has been established on how to decide on the allocation of economic resources. In order to address this global resource allocation decision problem, it is proposed to apply the LQI principle adapted to the demographics of the global Earth society. First a short outline is provided of the theoretical basis behind the LQI. Thereafter, an outline and an assessment of the demographical statistics and indicators required for the formulation of the LQI are presented and the available empirical evidence for the LQI as a societal preference for the population of the Earth is produced and discussed. Finally, the implications and the potential benefits of using the LQI in global decision making problems concerning health and life safety resource allocation are outlined and suggestions for further research are provided.
