The performance of a traditional speech coder based on linear predictive coding is highly degraded by packet losses. This project aims to design a predictive coder with robustness to packet losses. The work is part of the effort to standardize a low bit rate codec for Voice over IP (VoIP) within the Internet Engineering Task Force (IETF). During 2003 the draft specifications have been finalized for acceptance as an experimental rfc [S. V. Andersen et. al. 2003] and [A. Duric and S. V. Andersen 2003]. Furthermore, a strategy for packet labelling for the codec has been proposed [S. Præstholm, S. S. Jensen, S. V. Andersen, and M. N. Murthi 2003]. (Søren Vang Andersen, Manohar N.
