The emergent research field of Cadastral Development: the design, implementation and reform of cadastres, is investigated through the research project "Causes of Development of the Cadastre in Portugal". The cadastre is recognised within the Portuguese administration as a fundamental tool, yet in the last few decades little progress was made. Therefore, the stage of development of the cadastre in Portugal lags behind most of its European counterparts. This PhD project addresses the question of the structure and operation of the adverse societal context that apparently impedes cadastral development in Portugal, with the objective of identifying the causes of non-development, as well as causes and institutional issues related to a potential process of development. The research includes a comparative multiple case study covering, among others, the Portuguese Land Parcel Identification System ('Parcelar Agricola') and the Spanish Cadastre.
