Abstract
The aim of the thesis is to understand and explore better strategies to support the Small and Medium-sized companies sector in Costa Rica in the ICT adoption process. A strategy has been proposed which focuses on learning process and the interaction of university, industry and government (Triple Helix Model) in order to support the SMEs sector.
The concrete proposal of the research is to design collaborative project based on action learning approach (Revans, 1982) with partnership of the three sectors in order to address concrete ICT projects in SMEs. The project was carried out in the action research context, considering a holistic approach needed in the SMEs and fostering the multi learning perspective claimed in the triple helix model (Etzkowitz, 2008).
