Description of a project on indicators in the strategic collaboration between Brazil and Denmark
Background
Monitoring progress of availability and use of eHealth is of great significance for forming, implementing and revising national eHealth strategies. However, monitoring activities in this complex area is not trivial and calls for international cooperation to develop reliable and sustainable indicators .

It has been agreed that further work on indicators for monitoring the availability and use of health-it in Brazil should be carried out. Furthermore, a set of indicators for digital maturity should be developed.

In order to agree on a setup suitable in a Brazilian context this proposal has been prepared to facilitate discussions on initiating an indicator-project running virtually as a number of meetings and workshops can take place in 2022 - 2024.

Project description
The indicator project will consist of a series of on-line sessions and physical meetings in Brazil and Denmark with staff from the Brazilian Ministry of Health, the Danish Embassy in Brazil, The Danish Health Data Authority, and Aalborg University.

An initial workshop focusses on the Danish work with indicators applied in the health IT area both in the Danish Health Data Authority national indicator activities, the research carried out by Aalborg University and work in MedCom. At the workshop a gap analysis between the Danish work and the Brazilian work will be initiated in order to provide an overview of the tasks ahead.

A follow up on-line workshop will discuss details on methodologies, international best practices, and application of specific models for the monitoring of health IT dissemination and use on a national level. It will be a hands-on workshop introducing the indicator work carried out under the auspices of the Nordic Council of Ministers, which is a political collaboration between the Nordic countries (Finland, Sweden, Norway, Denmark (including Greenland and the Faroe Islands), and Iceland) and dates back to 1919. The collaborations cover all political areas.

The two workshops form the basis of a larger workshop to be held in the Brazilian Ministry of Health in Brasilia. In this workshop specific indicators to monitor the Brazilian National Digital Health Strategy 2020 – 2028 will be discussed and designed. Further workshops will be discussing the development of indicators for digital maturity. The workshop will consist of participants representing the Brazilian health care system and be facilitated by DATASUS, Danish Health Data Authority, The Danish Embassy in Brazil, and Aalborg University.

A Brazilian delegation will follow up on the workshop with a visit to Danish health institutions in August 2022 and in December 2023 for further development of the proposed indicators.
