Mini-mega project: Positive Energy District (PED) in Aalborg Municipality

60-70 students across Aalborg and Copenhagen campus of Aalborg University from the Urban, Energy and Environmental Planning Bachelors' 6. semester participated in this two day workshop connected to the FLEXPOST project.

The idea behind this mini-mega project workshop is that the students expertise comes into play across urban, energy and environmental planning, and that students thereby get the opportunity to compare the three parts of their expertise. Students are therefore divided into groups with a focus on urban, energy and environmental planning respectively, and each group is tasked with looking at the same case from each of their subspecialties and drawing on theories and tools from their bachelor. On an ongoing basis, the groups must communicate and collaborate crosswise and, on the basis of this, adapt their own work.

Task: As part of the green transition, the EU has chosen to focus on a strategic upgrade of energy systems in cities (https://jpi-urbaneurope.eu/ped/). This investment requires a significant planning effort and a deep understanding of both technical and social systems. In this exercise, Aalborg Municipality wants to uncover how the urban area of Aalborg East can be developed in the direction of PED. Aalborg East is designated as an area, as it consists of varied housing and industry. This environment creates opportunities to explore the potential for synergies and collaboration between different actors.

In addition, Aalborg Municipality wants to identify the necessary technologies to achieve the goal of zero emissions and determine which investment horizon they face. Energy optimization can play a crucial role in reducing energy consumption, and this can be achieved either through improvements to existing technology or by changing the entire system. Implementation of such system changes requires a comprehensive planning effort that takes into account energy production, needs and consumption patterns.

Based on this, the municipality suggests that you investigate which specific challenges are associated with the establishment of a PED in Aalborg.

Students must deliver the cornerstones of that plan by partly defining strategic criteria for further development and how specific technologies/measures can contribute to lowering the area's emissions. It is important that students reduce the area's emissions as much as possible, but the politicians also want the conversion to be economically attractive for the developments - that it is not unrealistically expensive to complete the conversion to PED. In addition, it is important for the politicians that the plan contains an overview of which plans, permits, etc. that is needed for future projects to be implemented (here a distinction must be made between projects on municipal and privately owned land or buildings), including how the municipality can act to create local acceptance of the projects.

1. Workshop day 1: A preliminary study must be carried out where urban, energy and environmental criteria are designated - with a focus on both limitations and potentials - for strategic measures and location of any facility. In addition, work is started with a 2-page memo to the politicians with the most important information they must have for their decision-making process.


2. Workshop day 2: Work continues with the scenarios for PED in Aalborg East. A 2-page memo about the scenarios and the strategic initiatives that the scenarios entail must be summarized. In addition, a process must also be outlined that can involve stakeholders and create local acceptance of the initiatives.
